尽管国际社会管理常规武器非法转让的努力从未停止,但相关的成就却乏善可陈。作者回顾了联合国武器贸易条约历时六年的制定进程,并深入考察了中国在此期间的立场演变,即从最初的迟疑逐渐向积极支持和参与谈判的转变。中国的立场转变非常明确地体现在2012年7月联合国《武器贸易条约》外交大会的具体谈判中,特别表现为其灵活性和建设性。尽管《武器贸易条约》的缔结最终因美国反对而失败,但中国及其他国家的后续努力仍推动了2013年3月18—28日的条约终期谈判得以举行。尽管仍面临严峻挑战,但中国的建设性态度必然会贡献于更大的集体努力,以全力解决谈判遗留的关键性问题,力争早日达成一项强大而有力的《武器贸易条约》。
Although the efforts of the international community to manage the illegal transfer of conventional weapons have never ceased, the relevant achievements have been staggering. The author reviews the six-year development process of the United Nations Arms Trade Treaty and examines further the evolution of China’s position during this period, from the initial hesitation to the active support and participation in the negotiations. China’s position shift is very clearly reflected in the concrete negotiation of the July 2012 UN Arms Trade Treaty Diplomatic Conference, which is characterized by its flexibility and constructiveness. Although the conclusion of the Arms Trade Treaty eventually failed due to the United States’ opposition, the follow-up efforts by China and other countries have promoted the final negotiation of the treaty from March 18 to 28, 2013. Although still facing severe challenges, China’s constructive attitude will inevitably contribute to greater collective efforts in order to fully resolve the key issues left over from the negotiations and strive to reach a strong and powerful Arms Trade Treaty as soon as possible.
