河北省香河县城关镇自1986年实行儿童计划免疫保偿责任制以来,取得了一定的效果,但由于冷链装备不齐,无法达到世界卫生组织提出的在12月龄内完成儿童基础免疫的指标,12月龄四苗全程接种率只有30％左右。同时有的乡村医生由于接种器材不足或消毒不严,容易造成交叉感染。为提高12月龄接种率和接种质量,预防交叉感染,县中医院防保组在县卫生局、防疫站的支持下,决定实行计划免疫
