1953-1954年,艾森豪威尔政府在不断加大对法国在印度支那殖民统治的援助和支持,并最终促成纳瓦尔计划的出笼。纳瓦尔计划直接导致了奠边府战役的发生,促使法国在印度支那的殖民命运寿终正寝,印度支那局势出现转折,东南亚地区国际关系也出现了新的变化。本文试就艾森豪威尔上任初期美国政府的印度支那政策、艾森豪威尔政府在印度支那问题上与法国的矛盾以及艾森豪威尔政府在制定纳瓦尔计划中的推动作用做一简述,以进一步了解美国介入越南战争的渊源。
From 1953 to 1954, the Eisenhower administration was continuously increasing its assistance and support to France’s colonial rule in Indochina, and eventually led to the launch of the Naval project. The Naval Plan led directly to the Battle of Dien Bien Phu and brought the French colonialist fate in Indochina to an end. The situation in Indochina turned into a turning point, and new changes have taken place in the international relations in Southeast Asia. This article attempts to give a brief account of the policy of Indo-China in which Eisenhower was initially an American government, the contradictions between the Eisenhower administration on Indochina and France, and the promotion of the Eisenhower administration in Navarre to further understand the origins of the U.S. involvement in the Vietnam War .
