委托-代理理论作为政府间责任划分的重要理论基础之一,对构建重心合理、权责清晰的农村学前教育政府间责任关系具有重要启示意义。研究对四个不同发展水平的农村地区进行了深入调研,发现在央地政府间委托-代理关系上,普遍倡导县政府为农村学前教育发展的责任主体,但县政府实际履职能力各有差异;在县域内基层政府间委托-代理关系上,则存在“责任上收、责任分担和责任下放”三种不同类型。研究对当前农村学前教育发展中政府间委托-代理关系存在的问题进行了剖析,并根据委托-代理的自我修复理论提出了破解关键问题的对策建议。
As one of the important theoretical bases for the division of responsibilities between governments, the commission-agent theory is of great significance to the construction of the intergovernmental responsibility relationship of pre-school education in rural areas with a reasonable center of gravity and a clear mandate. The research has carried on the thorough investigation to the rural areas of four different development levels, and found that the prefectural government generally advocates responsibility for the development of preschool education in rural areas. However, the actual performance abilities of the county government are different ; In the grass-roots government in county-level commission-agent relationship, there are “three kinds of responsibility to accept, responsibility and responsibility to decentralization ” three different types. The research analyzes the existing problems of intergovernmental commission-agent relationship in the development of pre-school education in rural areas and puts forward the countermeasures and suggestions on how to solve the key problems according to the principal-agent self-repair theory.
