我国十四个沿海开放城市经济顾问新加坡吴庆瑞博士,十月份在考察广州、汕头、暖门经济发展情况期间,向我有关方面提出了许多中肯建议。现摘要如下: 一、中国的技术开发、要立足于发挥本国的科技力量。吴说,采取举办中外合资企业方式引进技术,作用是有限的,不能寄予太多希望。外商不会把很先进的核心的技术转移到中国来。取得先进技术的办法有两条:第一是花外汇去买专利技术(最好是成套引进,包括设计图纸、生产工艺、原材料配方、技术诀窍等)。第二是依靠自己的科技 Dr. Wu Qingrui, an economic adviser to 14 coastal open cities in China, presented many pertinent suggestions to relevant parties during his inspection of the economic development conditions in Guangzhou, Shantou and Haimen in October.
