《党政领导干部职务任期暂行规定》明确指出:党政领导职务每个任期为5年;干部在任期内应当保持稳定;在一个任期内因工作特殊需要调整职务,一般不得超过一次。中央的这个规定,切中了长期以来在一些地方存在的党政领导干部频繁调任甚至随意调任的弊端,极具现实意义。媒体曾披露,某省一个城市,10年之中市长换了7任。因为市长来去匆匆,以至许多市民不知道现任市长是谁,而“换市长”,则成为该市市民最关心的话题之一。在这个市长成了“流水市长”
The Provisional Regulations on Leading Cadres in Party and Government Positions clearly state that each term for the leadership positions of party and government shall be five years; that cadres should remain stable during their term of office; and that their positions may not be adjusted more than once during their term due to the special needs of their work.
