Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, Party committees and organizations and personnel departments at all levels have conscientiously implemented the principle of “four modernizations” of the ranks of cadres and have done a great deal of fruitful work in the selection and appointment of cadres. The modernization drive has provided a powerful guarantee for the organization and promoted the in-depth development of the cadre and personnel system reform. However, there have also been some incapacitated leading cadres, which are affected by many factors and some are difficult to be adjusted. Therefore, it is of great significance to further explore the factors that affect the management of incompetent leading cadres and to study and formulate effective measures.
