2012年7月中国石化下属华南某公司在香港海域发生聚丙烯海损事件,事件发生后,中国石化高度重视,多次派人前往现场查看,一直与香港政府相关部门及环保团体保持沟通渠道畅通,主动配合环保组织和香港政府有关部门对漏撒胶粒进行清理。从该起海损事件中引发的关于区际海损事件协调的问题值得我们对其进行思考。中国沿海运输系统幅员辽阔,同一个中国下海洋地理概念并未因政策的演变而发生变化。在中国主权下的沿海运输也会途径各个区域,其中就包括港澳台的港口体系。为此,文章从海损事件出发,对比内地及香港关于海上运输的免责条款的关系,得出关于解决区际海损事件的一点思考。
In July 2012, Sinopec Corp., a company of South China under the Sinopec Corp., experienced a sea of polypropylene loss in the waters of Hong Kong. After the incident, Sinopec Corp. attached great importance to it and repeatedly sent people to the scene for inspection. It has maintained smooth communication channels with relevant government departments and environmental groups in Hong Kong, Actively cooperate with environmental protection organizations and the relevant government departments in Hong Kong to drain the particles to clean up. The issue of coordination of maritime events at sea arising from the maritime damage incident deserves our consideration. China’s coastal transport system is vast and the same China’s maritime geography concept has not changed due to the evolution of policies. Coastal transport under China’s sovereignty will also lead to various regions, including the port system of Hong Kong, Maucao and Taiwan. To this end, the article from the sea damage incident, comparing the Mainland and Hong Kong on the maritime transport exemption clauses, come to the point of resolving regional inter-maritime events a bit thinking.
