经过 2 0多年的改革开放 ,我国已经基本确立了社会主义市场经济体制 ,政府转变职能的工作得到了深化。去年 ,我国政府明确提出坚持以人为本 ,树立全面、协调、可持续的科学发展观 ,新的发展观要求各级政府大力推进公共服务创新 ,不断提高公共服务水平。在继续搞好经济调节、市场监管的同时 ,各级政府要更加注重履行社会管理和公共服务职能 ;更加重视就业、教育、文化、体育、公共卫生、环境保护、社会保障和社会救助等方面工作 ;更加重视政府应对公共危机的能力建设 ,建立和健全与社会主义市场经济体制相适应的、具有中国特色的公共服务体系。在 2 0 0 4年 6月 9日 - 1 2日“首届中欧政府管理高层论坛”上 ,中国有关部门领导同志对相关体制改革方面进行解释 ,阐述相关的观点和政策立场。为了更好地促进政府体制改革 ,改善公共服务 ,推进公共服务创新 ,为社会提供更有效的公共服务 ,本期《CPA评论》栏目特别推出“公共服务与体制创新”专栏。国家行政学院常务副院长陈福今强调要全面落实科学发展观 ,就应大力推进公共服务创新。要建立与社会主义市场经济体制相适应的公共服务体系 ,就必须努力建设服务型政府、实现公共服务供给主体的多元化和供给方式、推进公共服务的技术创新和理创新。中国国际减灾委员 After more than 20 years of reform and opening up, our country has basically established a socialist market economic system and the government has deepened its transformation of its functions.
