关于下岗分流。部分领导干部对下岗分流看法不一:有人讲,减人不一定增效,不如提效养人。有人说,中国人多是实际情况,改革不能脱离这个实际,各行各业都减人,比例又那么大,哪有那么多再就业岗位来安置?安置不了就会造成社会不稳定。有人说,职工和企业是签了劳动合同的,合同期还未满,就让人下岗,劳动合同岂不成了一纸空文?这正说明劳动合同只是老板对付职工的手段而已。有人说,农村改革成功的根本原因是劳动者和生产资料的分离,按照马克思的说法,劳动权力的丧失是最痛苦的。这个思想工作太难做。如何统一大家的思想,正确地看待下岗分流呢?
