目前,在管理体制没有改革以前,我国的各级企业主管部门,是国家管理企业生产经营活动的行政管理机构,一方面它对企业的生产经营活动负有领导和指导的责任,对所属企业完成国家计划的情况要进行检查和监督,对国家负责,另一方面它要为企业服务,了解企业在生产经营活动中的情况和存在的问题,帮助企业解决一些实际困难,如实反映企业的情况,维护企业和职工的正当利益,对企业负责。下面就目前主管部门作为一个管理企业的行政机构如何搞好财务工作,谈谈个人的体会和意见。
