5月15日,国家海洋局海洋发展战略研究所公布的《中国海洋发展报告2009》指出,2008年,随着《联合国海洋法公约》普遍性进一步增强,200海里外大陆架划界斗争形势复杂,中国黄海形势稳中有忧,东海形势突破与挑战并存,南海形势复杂多变。其中南沙群岛的安全问题尤为突出,中国“岛礁被侵占、海域被瓜分、资源被掠夺”的状况没有改观。报告提出,中国发展海洋事业,不得不面对正在上演的新一轮的蓝色“圈地运动”。此前,中国常驻联合国代表团向联合国秘书长提交了关于确定东海海域200海里以外大陆架外部界限的初步信息、中国海军在青岛举行大型海上阅兵活动以及中国外交部增设专门处理边界与海洋事务的司级机构——边界与海洋事务司等等,一系列的举措,引发国内外媒体的广泛猜想:中国领海保卫战正在悄悄打响。
