Background:HIV transmission by contaminated needles and syringes among injecting drug users (IDUs) is one of the three main components of the world-wide HIV epidemic.Needle and syringe exchange programmes (NSPs) was early adopted as a major component to reduce HIV transmission in this group.Systematic reviews on the topic conclude in favour of NSPs as effective tools to reduce HIV transmission (Wodak & Cooney 2005,Ritter & Cameron 2005).The research literature on the effectiveness of HIV counselling and testing (HIV CT) to reduce HIV among IDUs has been divorced from other harm reduction literature and so little work has been carried out to understand the relative importance of HIV CT vs.NSP.
