In order to propose carbon reduction targets in a city,we should fully consider the impacts of carbon emissions changes generated from the joint development of regional industrial transfer.Therefore,this paper,by proposing "carbon gravity",measured the degree of influences carbon emissions caused by urban industrial transfer between the cities,and took PDR,China from 2006 to 2014,as the empirical study.
