Background:Zambia has scaled up ART services nationally,capitalizing on local political will and significant international support.At the beginning of 2004,ART services were virtually nonexistent in the public sector in Zambia.Within 2 years,ART services have been provided to over 50,000 clients through nearly 100 facilities.Zambia continues to struggle,however,to ensure the quality of services in the face of this rapid expansion.
