Singularities of pairs naturally appear in various studies of algebraic geometry.In this talk,we will give brief introduction to some new development of three dimensional birational geometry.Applications include thee-dimensional Noether type inequality for varieties of general type and Sarkisovs Program for Mori fiber spaces.
