用单向二分路打破中国巨型街区以昆明呈贡新城低碳路网规划为例

中国大城市中的巨型街区往往伴随大路网、宽大街道和复杂的交叉口,不仅恶化步行、自行车和公交出行环境,还将加剧小汽车拥堵,进而给城市交通领域的节能减排带来严峻挑战.为此,新城市主义代表人物彼得·卡尔索普在昆明呈贡新城的规划实践中提出了"单向二分路"解决方案,用人性尺度单向街道搭建的细密小路网代替以宽大双向街道为主的稀疏路网.经过模拟和定量分析,新路网不仅能提高公交、慢行甚至机动车的通行能力从而实现城市低碳交通,还能集约土地利用,提升其商业价值.本文首先分析目前中国巨型居住区存在的一系列问题.其次,详细介绍单向二分路的基本理念和设计方法.再次,基于交通模拟软件量化分析其在交通节能减排方面和改善多种交通方式出行环境的效果.第四,结合昆明呈贡新城的规划实践展示这一理念在中国的城市道路交通规划和小地块控制性详细规划等领域的本土化应用情况.最后,讨论单向二分路理念在中国绿色低碳城市规划建设中的推广前景和实际操作中仍待解决的技术和管理问题.
