从价值链的视角将技术创新过程划分为技术研发和技术转化两个阶段,进而将技术创新效率分解为技术研发效率和技术转化效率两部分。在此基础上,构建两阶段链式网络DEA模型和技术创新效率投入、产出指标体系,分别测算了2008—2012年中国高技术产业的技术创新整体效率、技术研发效率、技术转换效率以及两阶段子过程的关联程度。结果表明:中国高技术产业的技术创新效率总体较好,但对创新资源的利用却呈两极分化态势,效率提升空间大。
From the perspective of the value chain, the process of technological innovation is divided into two stages: technology research and development and technology transformation, and then the efficiency of technological innovation is decomposed into two parts: technology research and development efficiency and technology transformation efficiency. On this basis, we construct a two-stage chain network DEA model and the technical innovation efficiency input and output index system, respectively measure the total efficiency of technological innovation, technology R & D efficiency, technology conversion efficiency and high efficiency of China’s high-tech industries from 2008 to 2012 The degree to which the stage subprocess is related. The results show that the technological innovation efficiency of Chinese high-tech industry is generally good, but the utilization of innovative resources is polarized and the space for efficiency improvement is large.
