The government itself cannot monitor the SOEs effectively with its large and complex institutional structure, therefore, in China, the government relies on State-owned Assets Supervision and Administration Commission (SASAC) of the State Council to monitor SOEs, which creates another layer of agency problem in additional to the original one.We solve for the optimal contracts for SOEs and SASAC with dual agency problems.We find that the incentive scheme for SASAC is also important to improve the efficiency of SOEs.When social task is one of the government's targets, the monitoring role of SASAC can substitute for a direct incentive in social task for SOEs and further improve the efficiency of SOEs.
