Over the last decade, the rapid development of higher education in our country, "National Educational Development Statistics Bulletin" shows that the gross enrollment rate in 1998 of 9.8% in 2009 to 24.2%. Universities as a member of society, and becoming more and more prominent, more and more important role in the current community colleges and universities, there are many questionable cases, people start thinking about college social responsibility seriously, but the community university social responsibility is not a unified understanding. Currently in our country, the social responsibility for a series of studies have focused on the basic of the enterprise, so that research in this area matures, however, few studies of social responsibility for the university, and there are just focused on the results of a qualitative description of university What kind of society should bear the responsibility, and not be analyzed from a quantitative point of view, the lack of a more comprehensive evaluation system of credible university social responsibility. So herein with reference to the establishment of corporate social responsibility evaluation, establishing a relatively comprehensive evaluation index system of university social responsibility as possible.This paper defines the interests of university stakeholders, and then from the current status of social responsibility to fulfill starting college, reference preparation method of corporate social responsibility, social responsibility framework for university evaluation system built from the perspective of the stakeholders, and finally with the Analytic Hierarchy Process determine the share of the weight of each indicator and then establish the final evaluation system. In this paper, a literature analysis, analysis of Delphi and AHP, etc., and with SPASS software questionnaire were reliability analysis and validity analysis, possible steps to ensure that rigorous and objective.This article is a university social evaluation index system were responsible for establishing a more comprehensive and complete attempt, trying to build university social responsibility evaluation system set instructive, so that universities can better fulfill their social responsibility to improve the university competitiveness of universities to develop long-term.
