Water resources crisis is most serious problem for human being in the 21 century, but about upwards of 70 percent of water resources was used by agriculture in the world and about upwards of 2/3 of water was used in irrigation, which were taken from rivers, lakes and water stores underground. Compared to the proportion of water used in agriculture of 48.7,65.8 respectively in American and Japan, China and Indian had got to 88.2, 92.4 respectively, the proportion is much higher than that used by industry and town living. Because of free usage and limited knowledge for water shortage, there is serious waste of water resources in our country. It was statistical that the available utilization coefficient of irrigation water w;as only 0.4 in our country, about 60 percent of water were wasted during field irrigation, there were great potential in agriculture water saving.With large area , enough water and heat resources, Hilly red soil, which distributed in Midwest of ZheJiang, JiangXi, and HuNan province, has great potential for agriculture development, but seasonal drought is the main factor to hinder agriculture product. Many researchers had given their suggestions to fight a drought, for example, to develop water saving irrigation technology, to improve water utilization ratio, to make cultivation more reasonable, to change the way of crop planting system, to take some biological methods to improve microenvironment, etc., Great success had been got through their efforts. But theresearch system of red soil water resources utilization had been dropped behind because of less regard and not enough investment, it could be reflected by two ways, one is that it is weak in fundamental research, datum is absent in soil water physical parameter, soil water equilibrium and regional water resource equilibrium law, the other is that little new technology have been used in water resources planning and management. Compared to south of china, it has been widely used that four water transform model, water resources systems analysis methods, etc., South of china had got behind in water resource management. It is the way for future to development to introduce new technology in agriculture water resources management, for example, computer technology, communication technology, remote sensing technology, GIS and MIS technologyBased on current research status in hilly red soil, aims of the project include research on soil water character in hilly red soil and crop water simulation system research. So main content of the research include:(1) The systemic research had been carried out on effects of soil parent material, development degree of soil, soil utilization, variations of landscape, eroded red soil cultivation on red soil retention and supplying character.(2) Our research region was located in "shitangjin" and "dayangfan" districts in Mada,Lanqi, Zhejiang province. Based on analysis of red soil water character, we tried to use map data, measured data and investigated data to create soil, crop, weather data files, to integrate GIS, soil water and crop growth simulation system by object oriented and database connect technology, to establish crop watersimulated information system to provide technology and decision-making support for soil water and crop growth simulation.After about two years hard work, we had accomplished anticipated objects and established crop water simulation information system, some innovated progress had been made as follows.(1) Through analysis of soil water characters from different soil parent materials, different development degree of soil parent materials, different land utilizations and landscape variation, the research had supplied red soil water character data in our i-oimuy. lhe.se data could be used as leferenees for agricultural drought resist technology and red soil water resources utilizations.(2) Based on analysis of red soil water characteristic, soil, crop and weather data files had been created, the basic information database had been established.
