兹将国务院1月24日(56)国一内习字第12号「国务院关于纠正与防止国家建设征用土地中浪费现象的通知」随文转发你校,希即遵照执行。应该指出:部分高等学校在征用土地中亦会发生过严重的浪费现象。以往我部审批各校基本建设设计文件和在检查各校工作中,也曾一再提出过意见和批评;并曾委托各地主管土地征用部门对此进行检查和纠正。如沉阳市房地产管理局、城市建设局在1955年11月对东北工学院等校使用土地情况进行了检查,发现浪费土地的情况很严重。如东北工学院由于占用土地过多,几年来雇人耕种蔬菜的土地达300余亩;专用苗圃达230亩;无力经营长期荒芜空闲、生长野草的土地达300余亩。东北药学院于1953年无计划
I hereby forward your letter of approval of the State Council on January 24 (56), State Council on Internal Control No. 12, “The State Council’s Circular on Remedying and Preventing Wastes in State-Building Requisition Land” with your letter of approval. It should be pointed out that some colleges and universities also experience serious waste in the acquisition of land.
