2002年4月16日,日本安全保障会议和内阁会议通过了“有事法制”的3个相关法案,并于翌日提交国会审议。这3个相关法案是:《武力攻击事态法案》、《安全保障会议设置法部分修订案》和《自卫队法及防卫厅职员薪金法部分修订案》。这些相关法案一旦经日本国会审议通过,不仅意味着日本酝酿了近四分之一个世纪的“有事立法”问题终于尘埃落定,同时也将使日本战后在“和平宪法”规制下的防卫政策发生根本性转变,其动向值得高度关注。
On April 16, 2002, the Japan Security Council and the Cabinet Meeting adopted three related bills of “legal system” and submitted them to the Diet the next day for consideration. The three related bills are: the “Armed Attacks Bill”, the “Amendment to the Security Assurance Conference Setup Law” and the “Amendments to the SDF Law and Defense Agency Staff Salary Law”. These relevant bills, once approved by the Japanese parliament, not only mean that the “Legislative Affairs Legislation” project brewing in Japan for nearly a quarter of a century has finally been settled, it will also make Japan’s postwar defense under the “Peace Constitution” Policies have undergone fundamental changes, the trend deserves a high degree of attention.
