在实行“两个转变”的新形势下,在建立社会主义市场经济体制的过程中,办公部门如何为政府系统提供优质高效的服务?在这方面,我们做了如下探索和尝试。一、从加快体制机制转轨与端正综合服务意识入手,实现与政府转换职能的“对接”,是强化办公部门效能的首要环节。(一)按照政事分开的要求,深化机构改革。去年,我们把承担政府机关大院内文印、打字、通讯话务、车队、食堂、院容院貌、水电暖维修等后勤管理职能的机关事务管理处整建制划转,分流干部职工100余人,成立了机关事务服务中心。这个机构实行事业性建制企业化管理,对内实行有偿服务,对外实行经营服务。这种做法,既分流了人员,减轻了财政开支负担,也为办公厅实现“精简、统一、效能”的改革目标创造了良好条件。

(I) Deepening the reform of institutions in accordance with the requirements of separation of political affairs from operations. Last year, we transferred and diverted more than 100 cadres and workers in the General Administration of Offices that undertake the logistical management functions of printing, typing, communications, traffic, convoy, canteen, Set up a government affairs service center. This institution carries out institutionalized enterprise management, implementing paid services internally and implementing external management services. This kind of approach has not only diverted personnel but also reduced the financial burden on expenditure, and created favorable conditions for the office to achieve the reform goal of “streamlining, unifying and efficiency.”
