新疆地域辽阔,资源丰富,是实现我国全面现代化及中华民族复兴伟业的重要的资源基地之一,同时新疆还是我国重要的生态屏障区,对维护国家生态环境安全起着重要作用。然而新疆生态环境十分脆弱,随着西部大开发的深入和跨越式发展的展开,其生态环境将面临进一步恶化的局面。分析新疆煤炭、油气开发中面临的问题,提出对新疆资源开发环境保护法律制度的完善及其运行机制的健康发展的建议。
Xinjiang is one of the most important resource bases for the full modernization of our country and the rejuvenation of the Chinese nation. Xinjiang is also an important ecological barrier in our country and plays an important role in safeguarding the national ecological environment. However, the ecological environment in Xinjiang is very fragile. With the deepening of the large-scale development of the western region and the development by leaps and bounds, the ecological environment of Xinjiang will face a further deterioration. This paper analyzes the problems facing Xinjiang coal and oil and gas development and puts forward suggestions on how to perfect the legal system of environmental protection for resource exploitation and the healthy development of its operating mechanism in Xinjiang.
