国际学术界关于利益集团的理论研究非常丰富,跨政治学、经济学与法学等多个学科,而且各学科可以达成基本共识:必须限制利益集团。国家应依据“遏制与平衡”的原则,把各种利益集团纳入新的政治框架之中,必须以综合手段遏制利益集团的恶性发展,同时扶持弱势群体形成利益集团,以求得平衡。美、俄等国家在不同时期的限制尝试也给我们提供了一些经验借鉴。 International academic circles have a lot of theoretical research on interest groups, such as politics, economics and law, and all disciplines can reach a basic consensus that interest groups must be limited. The state should incorporate all kinds of interest groups into the new political framework based on the principle of “containment and balance” and must curb the vicious development of interest groups by means of comprehensive means while supporting the formation of interest groups by the disadvantaged groups in order to strike a balance. Attempts by the United States, Russia and other countries at different periods of time have also given us some experiences and lessons.
