九届人大政府工作报告指出,国有企业改革是当前经济体制改革的重点,并提出“下岗分流、减员增效”是国有企业改革的指导思想和基本任务之一。笔者认为减员增效至少包括两层含义:一是通过减少企业富余劳动力的人数以达到提高企业效益的目的;二是通过人力资源管理使现有职工的劳动效率得以提高。两种手段是相辅相成的,而现在大部分企业只注重第一种手段的使用,而忽视了第二种手段的使用,在我国社会保障制度滞后等因素的影响下,“增效”的效果并不十分明显。人是生产诸要素申最积极、最活跃、最具有主观能动性的因素,研究企业各项制度的改革,首先应该致力于企业人力资源管理机制的改革。因为后者是前者的基础与保障。本文试图从人力资源管理的角度,就提高国有企业效益的问题做些探讨。
