社会主义市场经济的自身运动规律是以”市场”为核心，打破了计划经济以“计划”为主的基本建设模式。因而在计划经济体制下形成的行之有效的一整套建审工作程序、制度就不适应市场经济的发展，客观地要求消防监督部门的建筑防火审核工作转变职能，重新确立其地位与作用。笔者从市场经济体制下基本建设的特点出发，对建筑防火审核工作应从确立和维护市场经济秩序中的消防安全环境，建立防火立法和司法职能，建筑防火的监督职能及建筑消防的保障职能等方面进行了论述。
The self-movement law of the socialist market economy is based on the “market” as the core, and it has broken the basic construction model that the planned economy is based on the “plan.” Therefore, an effective set of procedures and systems for the review of construction under the planned economic system do not adapt to the development of the market economy, and objectively require that the fire protection supervision department’s building fire protection review work change its functions and reestablish its status and role. The author proceeded from the characteristics of the basic construction under the market economy system. The construction fire protection audit should establish and maintain the fire safety environment in the market economic order, establish the fire prevention legislation and judicial functions, supervise the building fire prevention function, and provide the building fire protection function.
