为推进联合国千年发展目标的实现,发达国家在增加官方发展援助、改善发展中国家贸易条件、债务减免以及增加基本药物和技术的提供等方面曾做出承诺。本文重点分析发达国家总体对千年发展目标的承诺履行情况,并分析了承诺履行的国别特征,以及现实与目标的差距。本文认为,在当前的国际经济形势下,发达国家若不加倍努力,其所承诺的大部分目标将不能按期实现。
In order to promote the achievement of the UN Millennium Development Goals, the developed countries have made commitments in increasing official development assistance, improving the terms and conditions of trade in developing countries, reducing debt relief and providing more basic medicines and technologies. This paper focuses on the overall implementation of the commitments made by the developed countries to the MDGs and analyzes the country characteristics promised to be fulfilled and the gaps between reality and goals. This article argues that under the current international economic situation, the developed countries will not be able to fulfill most of the promised targets unless they redouble their efforts.
