文章从管理视角出发,将一个科研机构或图书馆的电子信息资源看作生命有机体,跟踪机构电子信息资源采购和利用的具体流程,指出机构的电子信息资源呈现螺旋型的生命周期,并以此生命周期模型为基础,探讨了从整体和局部两个视角、以生命周期的全过程为控制范围、结合静态与动态的评价思想来建立电子信息资源评价机制的思路。
From the perspective of management, the paper regards the electronic information resource of a scientific research institution or library as the living organism, and tracks the concrete process of procurement and utilization of the electronic information resources of the institution. It points out that the agency’s electronic information resource presents a spiral type life cycle Life cycle model, this paper explores the idea of establishing an evaluation mechanism of electronic information resources by combining the static and dynamic evaluation thoughts, taking the whole process of life cycle as the control range from the overall and partial perspectives.
