本文认为,改革和完善区县党代会选举制度其意义十分重要:一是可以有效提升党内民主的运作水平,为人民民主起到重要的示范和带动作用;二是能够完善党的领导干部任职制度,有效遏止在使用领导干部任职制度,有效遏止在使用领导干部问题上出现的腐败行为;三是有利于保障党员民主权利,提高党员参与党内政治的积极性和责任心。对此,文章还提出改革和完善区县党代会选举制度的对策:一是创新选举观念;二是摆正选举制和任命制的关系;三是完善选举竞争机制;四是改革候选人提名制度;五是设立选举监督委员会。本期视点 This paper argues that the significance of reforming and improving the election system of party congresses in districts and counties is of great importance. First, it can effectively improve the operation level of inner-party democracy and play an important role in demonstrating and promoting people’s democracy. Second, it can improve the leadership of the party Appointment system to effectively curb the system of serving the leading cadres and effectively curb corruption in the use of leading cadres.
