科技成果转化是中国高技术产业的一大难题。采用随机前沿分析SFA方法分析2001~2013年28个省区医药制造业成果转化效率及其影响因素。研究发现,全国成果转化效率为0.567 8,有43.22%的提升空间,且东部地区成果转化效率高于中西部,区域差异严重;专利增量和行业从业人员增量都会对成果转化效率有加速提升效应,技术获取支出对成果转化效率有正向作用;市场竞争程度、政府支撑、企业盈利能力和固定资产投入都对成果转化效率有促进作用,企业规模大的却没有带来成果转化效率的提升。在此基础上进一步提出提升创新成果转化效率的对策和建议。
The transformation of scientific and technological achievements is a major challenge for China’s high-tech industry. The stochastic frontier analysis (SFA) method was used to analyze the conversion efficiency and influencing factors of the results of pharmaceutical manufacturing in 28 provinces from 2001 to 2013. The study found that the national transformation efficiency was 0.5678, with 43.22% room for improvement, and the conversion efficiency of results in the eastern region was higher than that in the central and western regions, with serious regional differences; both the increment of patents and the increment of practitioners in the industry accelerated the conversion efficiency of fruits The effects of market access, government support, profitability of enterprises and investment in fixed assets all contribute to the efficiency of the conversion of results. However, large-scale enterprises have not brought about an increase in the efficiency of the conversion of results . On the basis of this, further suggestions and countermeasures are put forward to enhance the efficiency of the transformation of innovative achievements.
