朝鲜战争前后,美国政府对教科文组织的态度发生了重要变化。一方面,由于美国政府要求教科文组织为联合国的干涉行动进行意识形态宣传的政策遭到了该组织的部分抵制,美国官员降低了参与该组织的积极性。另一方面,国内反共事态的发展加剧了政府对教科文组织的怀疑,进一步削弱了该组织在美国国内的合法性。政府与公众对组织态度的变化为日后双方关系的破裂埋下了伏笔。
Before and after the Korean War, the attitude of the U.S. government to UNESCO changed significantly. On the one hand, U.S. officials have reduced their enthusiasm for participating in the organization due to the partial boycott of the U.S. government’s policy of requiring ideological propaganda by UNESCO for UN intervention. On the other hand, the development of the domestic anti-communist state has aggravated the government’s suspicion of UNESCO and further weakened the legitimacy of the organization in the United States. The change in the attitude of the government and the public toward the organization has laid the groundwork for the future rupture of the relations between the two parties.
