常朝中的御门听政一年当中只有三大节和特殊喜庆时才举行大朝仪,而这一庆典仪式,完全解决不了朝廷实际的政治行政问题。统治不能仅仅是自我标榜的盛典,必须在行政中实现,尤其要能解决国家遇到的现实问题。朝廷一般的政务处理通过常朝的形式实现,每月逢五举行。常朝举行时,也必须设置相关的礼仪规范君臣的行止,这就是常朝仪。
During the three official observances and the special festivities during the government’s official administration in the DPRK, the Grand Palace was held. This ceremonial ceremony completely failed to solve the actual political and administrative problems in the court. Reign can not be merely a self-proclaimed ceremony, it must be realized in administration, and in particular it should be able to solve the practical problems that the country encounters. The government’s general government affairs are handled through the regular form of the DPRK and are held every fifth of every month. When held in the DPRK, it is also necessary to set the rules of rituals and monarchs to be in line with the rule of the court.
