With the enthusiasm of spiritual civilization, we will set off a new upsurge of spiritual civilization construction. Xiaolongtan Power Plant under the leadership of the party committee of the provincial bureau and the party committee of the plant and the unified deployment and strict assessment, the spiritual civilization construction has reached a big stage. In terms of system, the first is to establish a target responsibility system and implement the objectives of spiritual civilization construction at the grass-roots level; the second is to establish a responsibility system for division of labor, with the overall responsibility of the leader, the division of work among the party committees, and responsibility to the people; and thirdly, coordination and management.
