在改革开放以后,我国有三次铁路改革的良好时机,但由于种种原因,铁路基本体制未得到改变,仍以政府组织的铁道部形式存在。到2013年的政府机构改革中,才算把铁道部真正改革成企业。三次改革的收效甚微有其原因,如铁路行业本身的复杂性,作为改革客体的铁道部内部阻力及改革政策变动的影响。2013年改革之后,铁路行业迎来了新的发展契机,今后铁路行业怎么走,这里做出了展望。
After the reform and opening up, our country has a good opportunity for the three railway reforms. However, due to various reasons, the basic railway system has not been changed and still exists in the form of a railway organization organized by the government.
