中共北京市委、北京市人民政府日前下发了《关于加快发展社区卫生服务的意见》,对北京城市社区卫生服务发展提出了一系列政策。基层医疗机构要转型、改造或改制《意见》提出,建立健全以政府举办的社区卫生服务中心(站)为主体,以社会力量兴办的其他基层医疗卫生机构为补充的社区卫生服务体系。社区卫生服务中心(站)主要由现有政府举办的一级医院、部分二级医院和国有企事业单位所属的基层医疗机构进行转型、改造或改制而成。现有卫生资源不足的,可通过政府新建或社会力量兴办等方式补充,鼓励社会力量参与社区卫生服务体系建设。
CPC Beijing Municipal Party Committee and Beijing Municipal People’s Government recently issued the Opinions on Accelerating the Development of Community Health Services and put forward a series of policies on the development of community health services in Beijing. The medical institutions at the primary level should transform, reform or restructure the Opinions and put forward the proposal to establish and improve a community health service system supplemented by other grass-roots medical and health institutions mainly composed of government-sponsored community health service centers (stations). Community health service centers (stations) are mainly formed by the transformation, transformation or restructuring of Tier-1 hospitals, some Tier-2 hospitals and the grassroots-level medical institutions owned by state-owned enterprises and public institutions. Inadequate existing health resources can be supplemented by new government or social forces to encourage social forces to participate in the construction of community health service system.
