在5月11日召开的2006年医院管理年工作会议上,卫生部部长高强宣布,今后将恢复医生用药品通用名或者叫做化学名开处方的制度,堵住医生开单提成、收受回扣的漏洞。他说,恢复医生用通用名开处方的制度,是治理医生开单回扣的有效措施。如果我们恢复了用通用名开处方,那就使我们的医生脱离了和厂家的联系。这个问题目前正在研究,在适当的时机要实行统一的改进以后的处方管理制度。卫生部这一“新政”能否顺利推行?对医院的医生和老百姓来说,它的可操作性如何?这些问题引起了医院和社会的广泛关注。
At the 2006 Hospital Management Work Conference held on 11 May, Gao Qiang, minister of health, announced that in the future, doctors will reinstate the common name of drugs or the prescription of a chemical name to block the doctor’s bill of lading and accept rebates . He said that reinstating the system of doctors prescribing in common names is an effective measure to govern doctors’ billed rebates. If we revert to prescribing in the generic name, then we can get our doctors out of touch with the manufacturer. This issue is currently under study and a uniform system of prescription management will be put in place at an appropriate time. Whether the “New Deal” of the Ministry of Health can be carried out smoothly or not? How is the operability of the “New Deal” for the doctors and ordinary people in the hospital? These problems have drawn widespread concern in hospitals and the society.
