对弱势群体给予足够的关爱与重视,是整个社会主义和谐建设过程中的重要组成部分之一,也是时代发展的必然趋势。儿童是这个弱势群体的一部分,而特殊儿童更是整个弱势群体中更为脆弱的弱势群体。儿童是社会未来的建设者,是一个国家的希望,让特殊儿童与普通儿童一样能够接受与其身心发展相适应的合理教育,则是特殊儿童在未来有所发展、有能力自我发展的关键所在。近三十年来,我国在特殊儿童教育问题上进行了不懈的努力并取得可喜成果,但是,在一些地区特别是经济发展比较落后地区的特殊儿童教育问题仍得不到有效保障。发达国家特殊儿童教育研究走在世界前列,他们针对特殊儿童而制定的立法、现实教育环境下各项良好科学的教育设施,值得我们借鉴与学习。本文通过对发达国家就其特殊儿童教育工作中呈现出的特点进行总结分析与研究,以期从此方面对我国特殊儿童教育事业提供有益参考。
To give enough care and attention to the disadvantaged groups is one of the important components of the entire process of socialist harmonious construction and an inevitable trend of the development of the times. Children are part of this vulnerable group, and special children are even more vulnerable and vulnerable among the entire vulnerable group. Children are the builders of the future of society and the hope of a country so that special children, like ordinary children, can receive reasonable education that is compatible with their physical and mental development are the key to the development of special children in the future and their ability to self-development. In the past three decades, our country has made unrelenting efforts on special education for children and achieved gratifying results. However, special education for children in some areas, especially in areas with relatively poor economic development, still lacks effective protection. The research on special children’s education in developed countries is at the forefront of the world. Their legislation aimed at special children and various well-scientifically-oriented educational facilities under the realistic education environment are worth learning from. This article summarizes and analyzes the characteristics of developed countries in their special education for children, with a view to provide useful reference for the special education for children in this area.
