以责任控制权力,是最基础、最根本的权力控制措施。我国行政问责制推行中面临的困境:职责权限规定不清导致责任主体难以明确、全国性行政问责缺失影响了问责效果、政府信息公开的有限性造成行政问责乏力。完善我国行政问责制的科学思路及对策建议:我国行政问责制的自身完善、健全行政问责配套制度建设、加强行政问责柔性机制的建设。
Taking responsibility to control power is the most basic and fundamental power control measure. The dilemma faced by the implementation of the accountability system in our country: the unclear rules of responsibility and authority lead to the fact that the subject of responsibility is difficult to clarify, the lack of accountability of the national administration affects the effect of accountability, and the limited publicity of government information leads to the lack of administrative accountability.
