加强乡镇干部队伍建设,选配好乡镇领导班子,对贫困的少数民族聚居地区的经济和社会进步事业的发晨起着关键作用。通过宁夏回族自治区同心县三年一度的乡镇人大、政府换届选举工作,使我们既看到了基层组织建设取得的成绩,又找到了组织工作中的薄弱环节和不足之处,其干部的任用和管理起着直接的作用。贫困的少数民族地区,乡镇领导干部的任用和管理,需要从以下五个方面入手。
