INTRODUCTION With the implementation of the Star Program by the Civil Affairs Department, the “Starlight Old Age Home” and other “Starlight” projects have become an important part of the social welfare facilities in the community. As the first model city in Shandong Province to implement the “Starlight Plan”, Jinan City officially started its implementation in the second half of 2001. The first batch of plans to invest 43.72 million yuan, by the end of July 2002, 47 construction projects have been completed 46. These projects are mainly distributed in the Lixia District and the city as well
