本文探讨了近年来我国部分地区农村教育“市场化”改革的基本模式,通过发展—绩效、教育公平、教育品质和政府—市场关系四个维度,对宿迁等地的教改进行评价。认为随着科学发展观的提出和教育公共政策的转变,这一模式在整体上已被超越。作为法治社会和公共服务型政府,今后经济欠发达地区的教育发展,必须按照《义务教育法》的规定,主要依靠政府强化和扩大教育公共服务的责任,以及支持和发展民办教育这样两个基本路径。
This paper explores the basic mode of rural education “marketization ” reform in some areas of our country in recent years and evaluates the reform of education in Suqian through four dimensions: development - performance, education fairness, educational quality and government-market relationship. That with the introduction of the scientific concept of development and education, public policy changes, this model has been exceeded as a whole. As a society under the rule of law and a public service-oriented government, the education development in economically underdeveloped areas in the future must be based on the Compulsory Education Law mainly by relying on the government’s responsibility to strengthen and expand education in public services and supporting and developing private education path.
