山西永济市蒲韩乡村社区是以蒲州镇农民协会为组织载体、跨越蒲州镇和韩阳镇两大镇级行政区的融科技服务、文化娱乐、学习讨论、企业运营、公益事业为一体的“综合性乡村社区”治理模式,具有综合性社区合作社的特点,是新时期农村专业合作及农民协会模式的创新。这种模式是一种新的制度创新,代表未来我国农民组织化的发展方向。本文以此为例,对这种治理模式的形成与特点、动力机制以及发展困境与取向进行了探讨。
The Pu Han Village Community in Yongji City, Shanxi Province, takes the organization carrier of the Peasant Association of Puzhou Town as an example, and spans the integration of scientific and technological services, culture and entertainment, study and discussion, business operation and public welfare undertakings in the two major towns and administrative districts of Puzhou Town and Hanyang Town “Integrated rural community ” governance model, with the characteristics of a comprehensive community cooperatives, is the new era of rural professional cooperation and farmers association model innovation. This model is a new system of innovation, on behalf of the future development of China’s farmer organization. This article takes this as an example, discusses the formation and the characteristic, the motive force mechanism as well as the dilemma and the orientation of this governance mode.
