2005年10月,中共十六届五中全会审议通过了《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》(以下简称《建议》)。《建议》总结了“十五”时期的巨大成就,科学分析了国内外形势,明确提出了2006年至2010年我国经济社会发展的指导原则、奋斗目标、重点任务,通篇贯彻了科学发展观、构建社会主义和谐社会的基本要求,是指导我们全面建设小康社会,开创社会主义经济建设、政治建设、文化建设、和谐社会建设新局面的行为纲领。可以说《建议》集中了所有重大的社会热点问题。本文依据教育部考试中心编写的政治科和文综考试大纲中规定的考点及能力要求,对考点的重点内容和主干知识,从内容简析、难点点拨、能力要求、链接《建议》等四个方面进行解读。解读将根据考点重点内容的难易和可考性以及与《建议》等热点链接情况,不是四个方面都面面俱到地谈,而是有所侧重。
In October 2005, the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China reviewed and adopted the “Proposal for the 11th Five-Year Plan for Formulating the National Economy and Social Development of the CPC Central Committee” (hereinafter referred to as the “Proposal”). The “Suggestions” summarizes the tremendous achievements during the “15th Five-Year Plan” period, scientifically analyzed the domestic and international situation, and clearly put forward the guiding principles, goals, and tasks for China’s economic and social development from 2006 to 2010. The basic requirement of the development concept and building a socialist harmonious society is to guide us in building a well-to-do society in an all-round way and to create a behavioral program for a new situation in socialist economic construction, political construction, cultural construction, and harmonious society construction. It can be said that the “Proposal” focuses on all major social hot issues. Based on the test points and competency requirements specified in the Political Science and Textbook Outlines prepared by the Examination Department of the Ministry of Education, this article focuses on the key contents and the main knowledge of the test centers, including content analysis, difficulties, ability requirements, and links to the “Proposal”. The interpretation of the aspects. The interpretation will be based on the difficulty and feasibility of the key content of the test center, as well as the hot link with the “Proposal” and so on. Not all four aspects will be discussed in detail but will be focused.
