1987年初春。四川省军区常委会议室,将军们个个神情严峻。案头,放着《四川省贫困地区情况》:全省仍有87个县2200万人处于贫困线以下。其中绝大多数是老革命根据地和少数民族县。
Early spring 1987. Sichuan Military Region Standing Committee meeting room, the generals all look grim. At the desk, stood the “Situation of Poor Areas in Sichuan Province”: There are still 22 million people in 87 counties below the poverty line. The vast majority are old revolutionary base areas and ethnic minority counties.
