从公共经济学的视角,可把文化产品和服务划分为公益性文化产品和服务、私人性文化产品和服务,且分别应由政府和市场予以供给,文化体制改革应以此为依据实现分类、分层改革。本文分析了我国现阶段文化体制存在的主要问题,提出了我国文化体制改革和创新的主要路径在于:推进理论创新构建新的文化理论体系、科学界定政府文化管理职责边界和市场作用边界、塑造独立的文化市场主体和良好的文化市场环境、优化公益性文化事业与经营性文化产业之间关系。
From the perspective of public economics, cultural products and services can be divided into non-profit cultural products and services, private cultural products and services, and should be supplied by the government and the market respectively. Cultural system reform should be based on the classification, Stratified reform. This paper analyzes the main problems existing in the current cultural system in our country, and puts forward the main approaches to the reform and innovation of our country’s cultural system: promoting theoretical innovation and building a new theoretical system of culture, scientifically defining the boundaries of government cultural management duties and boundaries of market functions, The main cultural market and a good cultural market environment, optimizing the relationship between public welfare cultural undertakings and operating cultural industries.
