为遏制教育乱收费,南通市教育局按照“谁主管,谁负责”的原则,明确把各地、各部门、各学校的“一把手”定为第一责任,并且让他们签订责任状。对一些在短期内乱收费信访量激增、问题集中、反映强烈的学校,敦育局主要负责人实行“教育收费问责制”,建立与学校沟通的快车道。对于外来人员子女,南通市教育局不但出台了各项措施保障他们的权益,还无条件地接受流动人口子女入学,学校也不再收取借读费。以南通市祟川区为例,该区的15所城区公办小学无条件地接受流动人口子女入学,累计为2152人次减免借读费,减免金额213万元。
