高校基层党组织担负着党在高校直接联系群众、引导群众、组织群众、团结群众,把的党的路线、方针、政策落实到基层的重要职责。应以基层党组织和群众路线的基本特质为依据,加强高校基层党组织群众路线工作,首要是契合高校的文化特质,前提是激发党员干部的群众意识的自觉性,关键是调动师生群众广泛参与的积极性,核心是健全保障机制,确保群众工作的实效性。
