人是社会最重要的资源,人力资源是社会各项资源中最关键的资源,因此为企事业单位及社会各专家成功人士所重视。放眼全球,几乎超半数以上的企业公司皆设有人力资源部门。人力资源配置就是指在具体的组织或企业中,为了提高工作效率、实现人力资源的最优化而实行的对组织或企业的人力资源进行科学、合理的配置。然而长时间以来,人力资源的配置问题在理论和实践上众说纷纭,并没有得出众望所归的结论。本文从人力资源配置的概念厘定分析着手,对当前人力资源配置存在的形式进行划分,探讨其存在的问题,充分挖掘其有限的内部资源作用功效,最后提出企事业内部人力资源优化配置的模式策略。
Human beings are the most important resources in the society. Human resources are the most crucial resource in every resource of society. Therefore, people are valued by successful people in enterprises, public institutions and social experts. Looking around the world, almost more than half of all corporate companies have human resources department. Human resource allocation refers to the specific and organizational or business, in order to improve work efficiency, to achieve the optimization of human resources and the implementation of the organization or business of human resources to conduct a scientific and rational allocation. However, for a long time, the allocation of manpower resources has been divided in theory and practice, and no conclusion has been reached. This article starts with the concept determination of human resource allocation, divides the existing forms of human resource allocation, discusses its existing problems, fully excavates its limited function of internal resource function, and finally puts forward the mode and strategy of optimal allocation of internal human resources in enterprises and institutions .
